What did Pierre Elliott Trudeau exactly do to help French-Canadians (Quebec)?

To some: he did push for bilinguism in Canada and helped more french canadians enter the federal public service. He also fought the separatist in Quebec. To others he did nothing at all, by forcing bilinguism on all Canadians he antagonized relations between french and english canadians. His economic policies were based on big spending which is excellent or catastrophic depending on where you spend. He patriated the Constitution which made Canada a more modern country but did so without the consent of the Quebec people. As you see a mixed bag really depending on where you stand on politics. To some he was a brilliant PM who really helped french canadians to others he was a pompous and arrogant leader.
