Can I file a 1040 EZ?

In early 2009 I lived and worked in Kentucky. I also went to school part time at a large university to finish off my degree. I have an HSA through Merrill Lynch, to which I made $0 in contributions. In later 2009 I lived and worked in Vermont. Through the course of the year I made less than $16K in wages, salaries & tips. Can I file a 1040 EZ? Also, with my current job I get 'mileage checks'. Are these taxed?
